You asked why Stannis can't be king annnd the reason is because the characters in the book (or the majority of them) believe Cersei's children to be King Robert's children, making them the rightful heirs to the throne. In other words, no one 100% knows that Joff and his siblings are born of incest between Cersei and Jaime. If that could be proven, then yes, Stannis would be the next in line.
